The council has issued a public notice listing 152 grave numbers, including some which have not been used for over 75 years.
It says these graves have “sufficient space for not less than one further interment” and that the rights of interment by the present owners have not been exercised for 75 years or more from the date of the last interment.
In some cases, there has been no interment in the graves for the period of 75 years from the date of grant.
The council has cited “diminished space in the cemetery” as the reason for the move and it will extinguish the exclusive rights of burial in these graves, allowing them to be reused.
The process will not take place until at least six months after the publication of the public notice.
The council has stated that if the registered owner or any person who is able to satisfy the council that they are the owner of the graves serves a notice of objection, giving grounds before the expiry of six months, those rights will not be extinguished without the consent of the First Secretary of State and Deputy Prime Minister.
If any person claiming to be the owner of the graves fails to satisfy the council that they are the owner, the matter may be determined by the Registrar of the Consistory court of the diocese.
Any claim for compensation by the registered owner or person satisfying the council that they are the owner must be made within six months from the extinguishment of the right.
Any compensation payable shall be a sum representing the value of the right as may be agreed between the registered owner and the council, or failing agreement, determined by arbitration.
The council has also issued a separate notice regarding the removal of memorials from the affected graves.
It intends to preserve intact any existing memorial on the graves so long as it is both securely erected and has been identified as offering a unique heritage value through its architecture or memorial dedication.
For other grave plots, the council intends to remove headstones, crosses, tablets, kerbstones, spar or chippings, and associated foundations.

Objections to the proposals must be made in writing, clearly stating the grounds and the number of the grave to which the objection relates, and delivered before October 17.
