Blocks 9 and 10 at the Waterloo and Queen Street site have moved forward to planning submission.
Scheme partners Havering Council and Wates Residential have submitted planning applications, following a final public consultation held this summer.
The proposals would deliver more than 107 ‘affordable’ homes, a new community space, and landscaped public areas.
They have been welcomed by Ray Morgon, leader of Havering Council, who said that this will provide “much-needed” housing in the area.
Cllr Morgon said: “The positive feedback from the community reflects the strength of our partnership with Wates and our shared dedication to listening to residents and building spaces that truly meet local needs.
“The first two blocks at Waterloo and Queen Street will provide much-needed housing for local people, a legacy we can all be proud of.”
Paul Nicholls, regional managing director for London at Wates Residential, added: “Reaching planning submission for Blocks 9 and 10 is a testament to the strength of our seven year partnership with Havering Council.
“Together, we’ve worked closely with residents to shape proposals that reflect local priorities and deliver high-quality homes and public spaces.”
The planning submission marks the final stage of resident engagement for this phase, which is intended to be completed by late 2028.
