Permission was granted for the new station entrance in 2021, which will be provided as part of a wider redevelopment of The Mall in Selborne Road.
A new application relating to the scheme has now been submitted to Waltham Forest Council that suggests work on the project is set to begin soon.
The construction logistics plan relates to the first phase of works for the new Tube station entrance, which includes clearing the site, piling works and building the ground floor slab.
Development cannot start at the site until the local authority approves the construction plan.
Once completed, the project will deliver a new basement-level ticket hall as well as two 26-person lifts providing step free-access from street to platforms.
Around 19 million passengers pass through Walthamstow Central every year, with Transport for London estimating that this number will grow by up to 43 per cent at peak times over the next two decades.
Currently, the Victoria line platforms can be accessed from Selborne Road, Station Approach and the bus station. All of these entrances are located next to the Overground platforms.
The wider redevelopment of The Mall comprises two new buildings, the tallest of which is 34-storeys tall. More than 500 new homes will also be delivered as part of the scheme.
