Havering Council has issued a planning enforcement notice to The Morris Dancer, in Melksham Close, after an alleged breach of planning rules.
The notice states that the former pub has been changed into a HMO without planning permission, which has caused “significant harm” to nearby residents due to “noise” and “disturbance”.
It adds that there have not been “adequate controls” to restrict the levels of occupancy or to secure a management plan for the premises.

Recipients of the notice have been ordered to stop using the property as a HMO by March 15, and to remove any debris, rubbish or other materials from the premises.
An appeal can be lodged before December 15 at a fee of £1,156 payable to the council.
If the notice is not complied with, it could result in prosecution or remedial action by the council.
The notice is addressed to the owners and occupiers of The Morris Dancer, as well as firms Landa Property Investments and Clerks Well Properties – both of which do not have contact numbers online.
The Morris Dancer closed in 2016 and was temporarily converted into an Indian restaurant called Sultan and a Chinese restaurant called Yang Red before these both closed.
In 2019, accommodation for young people leaving care was launched at the site but it is unclear if it is still being used for this purpose.
