Details of the notice sent to 107 South End Road have been shared to the publicly available enforcements list on Havering Council’s website.
On the enforcement document, the council addresses an apparent breach of planning control at the property.
This alleged breach it states is linked to “the material change of use of a dwelling (C3) to a house in multiple occupation”, specifically without planning permission.
They also make mention to a previous application which was refused.
According to the enforcement notice, the breach is thought to have taken place within the last ten years. The notice is required to be actioned in the next three months.
The document says there is inadequate space provided in the communal living area resulting in a “poor quality living environment” for future occupiers.

Havering Council also noted that use as a HMO would result in “intensification of activity at the site” which it believes to cause “significant harm” through noise and activity.
The document states: “The council does not consider that planning permission should be granted because planning conditions attached to any consent would not overcome these problems and because permission has already been refused under application P0099.25.”
It has now been ordered that the use of the property as a HMO is ceased and “all debris, rubbish or other materials accumulated as a result of taking step above” removed.
