Confirmation came from council leader Ray Morgon who answered a question on behalf of Cllr Barry Mugglestone at the full council meeting on Wednesday ,March 26.
Cllr David Taylor asked: “Can the cabinet member please provide an update on the promised bins being delivered outside Romford station?”
Cllr Morgon replied: “A litter bin has been earmarked to be installed outside Romford station as part of a small replacement programme.

“The bins have just arrived in Havering and the team is finalising the scheduled works with FCC, the council’s recycling and waste contractor.
“It is envisaged that all bins will be installed by the end of April.
“We are also going to be trying a cigarette ballot bin which we’re hoping to install near Romford station imminently.”
The litter bin is expected to be installed by the end of April (Image: Newsquest) According to Ballot Bin’s website, each Ballot Bin displays a question and two answers and smokers vote by putting their cigarette butt in the slots underneath their preferred answer.
The litter then stacks up behind the clear glass front in two columns, showing which answer is more popular.
The website says: “The questions can be easily changed by the Ballot Bin owner.
“They can be funny, topical, provocative – whatever works for your audience.
“Smokers find the ballot bins much more engaging than alternative ashtrays and are more likely to use them.”
Cllr Taylor posted on Facebook in celebration of the announcement.
He wrote: “Good news, the new bins for Romford station, and cigarette ballot box, are due to be in place by the end of April.
“That may seem small to some, but it’s taken us years to get to this point.
“I’m grateful to Havering for pushing through and making it happen.”
