The Bafta-nominated actor, known for his roles in Jesus of Nazareth and Holby City, claims he has sent 570 photographs of bikes blocking the pavement to the council.
Mr Powell, 81, claims he and his wife Barbara Lord have had up to 100 bikes parked outside their Highgate home.
He told the Camden New Journal: “You’ve got two octogenarians here who are in danger of being killed.
“The entire pavement has been blocked by bikes.
“Camden say they prioritise safety and safer travel, so do they know that allowing bikes on pavements is not safe for anyone?”
Mr Powell said he was terrified of having a heart attack because of having to move ten or 12 bikes a day.
He said his GP had even written a letter to the council detailing the stress the situation was causing the couple.
The parking bay outside the actor’s home is said to be popular due to its proximity to Hampstead Heath.
Mr Powell said he had called the police about the bikes, but they “just laughed”.
In response to Mr Powell’s complaints, Camden Council said it is working to relocate the bay and has marked out a new bay further up the street.
A spokesman said: “We’ve been in touch with Mr Powell and Mrs Lord and assured them that we’re using our powers to relocate this bay while we work to secure a new permanent location.”
“While we’re committed to promoting active travel options like cycling, we also understand how inappropriate parking of electric bikes can block access for residents.”
“As part of our new approach, our team have been busy enforcing the removal of obstructive bikes – without notice – as part of their regular inspections.”
Lime, the e-bike hire company, did not comment on the situation but said it was working with Camden Council to relocate the bay and create more space for e-bikes.
