The proposed policy aims to support a lively programme of events while safeguarding Richmond’s cherished parks, open spaces, and commons.
The updated Events in Parks Policy will encourage outdoor cinema, pop-up theatre, neighbourhood festivals, and community events.
It also includes limits on the size and frequency of events, as well as permitted hours of operation.
There is also a requirement to minimise waste, maintain air quality, promote public and sustainable transport, and gain social value from commercial events, such as providing employment opportunities or support for projects.
Councillor Julia Neden-Watts, chair of the environment, sustainability, culture, and sports, said: “Our aim is to promote opportunities for people to come together at events in our parks and open spaces, making the most of Richmond’s culture and sense of community, while protecting the landscapes we all treasure.
“Everyone is encouraged to take part in the consultation, to help shape how these events are delivered.”
The policy is expected to be adopted later this year.
In addition to the policy, the council is reviewing guidance for event organisers to make it easier to deliver smaller events while ensuring safety, wildlife protection, noise management, and community engagement.
Residents can read the draft policy and participate in the consultation by October 5, 2025.
