Architecture company Tal Arc Ltd has submitted an application for prior notification to turn Queens Court, in Eastern Road, in 47 new flats.
Prior notification is used to determine if a planning application is required for a development.
Planning documents reveal that, across the five floors of the office block, four studios, 40 one-bedroom and three two-bedroom flats are proposed.
The first, second and third floors all have the same proposed layout, with one studio flat and one two-bed flat in the centre and nine one-bed flats filling the remaining space.

The fourth floor would also have a studio, but would just have eight one-bedroom apartments alongside this.
A communal lobby is also planned for the ground floor, as well as cycle storage and 12 parking spaces.
Two of the bays would be for disabled parking, while all of the spaces would feature either single or double electric vehicle charging points.
Queens Court is occupied by office rental company RMS Serviced Offices, who have more than 30 clients across multiple industries using their building, according to their website.
Havering Council is expected to make a decision on the application by February 12.
Other unused or unoccupied offices in Romford town centre, including in South Street, have also been earmarked for housing in recent applications.
