UK Planning, on behalf of NHS Housing, has submitted a planning application for nine new homes, as well as commercial space, on vacant land in Viking Way.
The site was formerly a car park, and sits opposite the Tesco Extra store in Bridge Road and next to a public walkway that leads through to Upminster Road South.
Planning documents reveal that the proposed nine flats would be arranged across two three-storey blocks, connected via a central staircase.

The commercial space would be located on the ground floor of block A, with one-bedroom units on the ground floor of block B and a mix of one, two and three-bedroom flats across the upper floors of both blocks.
Similar applications for a three-storey block of flats on the site have previously been refused in 2023 and in March 2025.
According to the planning statement, the most recent proposal was blocked as it would provide “low quality” private and communal areas for residents due to the site being in a “confined” area, close to public spaces.

However, neither of the previous plans included a commercial space, which applicant NHS Housing said the site “demands”.
In the planning statement it added: “Residential accommodation will make best use of the upper floors and deliver much needed housing in this highly sustainable location.”
Havering Council is expected to make a decision on the plans by October 3.
If approved, building works are expected to be completed by December 2026.
