Havering Council has granted planning permission for a new guided learning and educational centre at the former dog groomers unit, Doggie Delights, in Petersfield Avenue.
The proposals – submitted by KMDS Designs, on behalf of applicant Eagles Nest UK – would see two classrooms each used for teaching up to eight students aged between five and 16.

Three full-time and two part-time staff are also expected to be employed, with the centre aiming to cater for the “rising demand for tutoring and extra-curricular learning”.
A similar application had already been refused by the council at the beginning of September for an education centre at the same premises.
However, this set of plans received no objections, according to the planning officer’s report, and was not considered to “give rise to unacceptable levels of noise”.
The report said: “The reduction in hours compared to the refused application as well as a reduction in the numbers of children at any one time from 20 to 16 and the staggering by half an hour to avoid simultaneous arrivals and departures would reduce the amenity concerns raised in the refused application.”
The proposals were approved with conditions, including that the development is carried out within three years and that the hours of use are only between 3pm and 8pm on weekdays, 9am and 5pm on Saturdays, and 10am and 4pm on Sundays.
