Mark Kitching, of Fyfield Road, was seen chucking the cigarette from his vehicle in Parsloes Avenue, Dagenham, on March 21.
Environmental enforcement officers from Barking and Dagenham Council witnessed the offence and issued a fixed penalty notice, which the authority said Kitching failed to pay.
The case was referred to Barkingside Magistrates’ Court and heard on Tuesday, December 2.
Kitching was fined £300, ordered to pay £910.15 in costs, and given a £120 victim surcharge, bringing the total to £1,330.15.
Councillor Syed Ghani, cabinet member for enforcement and community safety, said: “Keeping our streets clean is everyone’s responsibility.
“When people ignore the rules, we take action to protect our borough.
“It starts here – with all of us doing our part to keep Barking and Dagenham clean.”
