A complex investigation by Redbridge Council’s enforcement team caught the builder who was banged to rights by magistrates and ordered to pay more than £2,000.
The culprit, 53-year-old Inderjit Singh, was spotted by a neighbour driving up in the van and unloading black bags of waste into household bins in a cul-de-sac off Lynn Road.
The witness captured him on video and took photos showing Singh with his white van.
“Fly-tipping on our streets is unacceptable,” Redbridge Council’s cabinet member for enforcement Khayer Chowdhury said.
“We all have a responsibility to ensure neighbourhoods are kept clean — and that includes businesses.
“We have zero tolerance for those who treat Redbridge disrespectfully and will hold law breakers to account for their behaviour.”

The van was initially registered to a keeper in Ilford and a statutory £1,000 penalty notice was issued for fly-tipping.
But the investigation took a turn when the registered keeper contacted the authority claiming the van had been sold four days earlier to a man from Farnborough in Hampshire.
Yet investigators spotted the van still being parked outside the Ilford address.
They were not convinced about details in the registration documents showing a new owner.
The council said it became apparent that there were family and business links between the two addresses in Ilford and Farnborough.
Singh eventually agreed to be interviewed under caution at Redbridge Council offices.
It was clear that he was the person shown in the witness photograph, magistrates heard.
Singh, of Cheyne Way, Farnborough, admitted driving the van to Lynn Road for a job, ending up with bags of waste to get rid of but found bins in the street full — so he drove to flats nearby and dumped the waste in their household bins.
He also admitted putting false details on the registration document to avoid taking responsibility for the fly-tipping.
Singh pleaded guilty at Barkingside Magistrates’ Court in June, where he was fined and ordered to pay legal and council costs totalling £2,195.
The update was only released by Redbridge Council on August 8.
