The proposed New Road centre would have the capacity to accommodate up to five people at once.
The staff will include “qualified and experienced” professionals, according to the application, and a minimum of two will be on-site at any one time.
The home will be overseen by a trained manager.
Wellspring Care Homes Ltd, which submitted the proposals last week, said it was “in response to an identified need”.
In documents submitted to Redbridge Council, it said: “The applicant is an established and experienced care provider and has identified a clear need for this type of accommodation.
“There is a shortage of this type of accommodation in the area.”
The two-storey home would have “excellent access to public transport,” it added, as well as a “decently sized” rear garden.
Though more people would be coming and going from the house, the applicant says the demand for parking will not increase.
They added that residents “do not tend to own cars” and staff can be told that using public transport is “desirable”.
Social care is one of the largest financial strains on the council.
The town hall overspent by around £22million last year, as it struggled to rein in pressures on social care as well as housing.
In a bid to avoid further financial strife, top councillors voted to cut funding for children’s centre services by £238,000 for the current municipal year.
If approved, the New Road centre will be managed independently of the council.
The care home will also be registered with the Care Quality Commission (CQC), the independent regulator of health and adult social care in England.
CQC’s aim is to ensure centres provide “safe, effective, compassionate, and high-quality care” for patients.
