The panel examined an “extraordinary volume” of messages sent by Pooni, consisting of 106,987 pages in 169 chats.
He told one 15-year-old girl he wants a “love relationship” with her and told a girl he believed to be 14 that he wished to have sex with her, the panel heard.
Pooni also requested and received partially unclothed images of a girl who was, or he believed to be, under the age of 18.
After deciding that Pooni should be banned from policing, the Met Police misconduct panel urged Surrey Police to re-examine the case.
The panel said: “Former PC Pooni was plainly at fault and had engaged in a sustained campaign of serious misconduct that further could amount to criminality.
“The Panel are formally requesting that Surrey Police re-visit this as a matter of urgency, bearing in mind the weight of evidence they had heard that consisted of approximately 107,000 pages of communications across 169 separate chatrooms or groups and the evidence of PC Williams that includes some admissions made to him by FPC Pooni.”
A spokesperson for Surrey Police said: “A 28-year-old man was arrested in December 2020 in connection with allegations of online child sex offences.
“These were thoroughly investigated, and all lines of enquiry were pursued.
“There was insufficient evidence to take the matter to the CPS for a charging decision, and the allegations have since been filed.
“The victims were made aware of this outcome at the time.”
The misconduct panel heard that the children Pooni messaged came from across the globe, including girls from USA, Japan and Bulgaria.
He sent photos of himself in police uniform, leading the panel to conclude that he abused his position as a police officer to grain their trust.
The messages were sent throughout 2020 – Pooni joined the Met Police in June 2020 and resigned in February 2023.
The allegations came to light when one of the children “bravely” gathered evidence from other children and reported Pooni to the NSPCC, the misconduct panel were told.
