Avinash Tiwari owns the property at 121 Mawney Road and has submitted a new retrospective planning application to install an extractor flue and canopy connection “for the proposed conversion of the ground floor to restaurant”.
The application also seeks to retain building extensions, a loft conversion with roof alterations and the replacement of a wooden fence with a metal fence.

According to an odour impact assessment document, the property “wishes to operate as an Asian takeaway (Indian food etc)” and has completed an odour assessment.
According to the document, as long as the extractor system is properly maintained on a regular basis it is “highly unlikely that odour would become an issue”.
Similar plans were submitted in January and later withdrawn in March (Image: Nat Nollid) Mr Tiwari submitted plans to install a flue to the building in late January which was met by strong disapproval by nearby residents.
The property owner told the Recorder at the time that if plans were approved, the building would be used as an Indian restaurant.
Anne Claxton, who lives in Oak Street, called the building “an eyesore” and her husband Peter said: “I’m concerned about parking, noise, anti-social behaviour, maybe the smell.”
Mr Tiwari did not wish to comment on the criticism but said: “If you do anything, you have to work together with the local community – you can’t just do what you want.
“We have to coordinate with everyone.”
Although a decision was scheduled to be made by Havering Council by Wednesday March 19, the plans were withdrawn by Mr Tiwari around this time.
He declined to comment when asked about the withdrawal.
Only a couple of weeks later, new plans were submitted and are described as being “sympathetic to the existing street scene, as there will be no loss of light and amenity space”.
The palette of materials is designed to “match those of existing buildings in terms of type and colour”.
Mr Tiwari was contacted for a comment on the most recent application and a decision is expected to be made by the council by May 5.
