Applicant Debabrata Kumar has applied to change the use of a house in Mawney Road into a “large” HMO for eight people.
The plans do not include any extensions, but instead propose a new layout for the existing space in the house, with four two-person bedrooms spread across three floors.
Under the proposals, there would also be a shared kitchen/communal area on the ground floor, as well as shared bathroom facilities and an office space for the owner on the first floor.

Two of the bedrooms would also be en-suites.
The home is opposite The Mawney Foundation School and near to office buildings and convenience stores.
The planning statement states that the HMO will aim to “fit seamlessly into this environment, respecting its mixed-use nature while providing much-needed housing solutions”.
Submitted alongside the planning statement is a HMO management plan, which sets out policies on anti-social behaviour, repairs and maintenance, and pest control.
This reveals that, if any anti-social behaviour was spotted, the occupant would first be issued with a warning, followed by “a notice to remove the individual from the
property”.
Havering Council is expected to make a decision on the application by August 14.
There are more than 170 licensed HMOs in Romford, according to the latest register from Havering Council.
Mawney Road is already home to five HMOs, two of which can fit a maximum of 10 people.
