Hillingdon Council said Dane Tonlin, from Church Vale in Lewisham, contravened a Public Spaces Protection Order (PSPO) near Heathrow Airport and failed to pay a Fixed Penalty Notice (FPN).
The case was proved in his absence by a single justice and he was ordered to pay £658, including a £220 fine, £88 victim surcharge and £350 in prosecution costs.
Councillor Wayne Bridges, Hillingdon Council’s cabinet member for community and environment, said: “The drivers of these vehicles are already provided with official designated waiting areas within the airport perimeter, yet many continue to disregard this.
“I hope this sends a clear message that we will take all necessary enforcement options to uphold this PSPO and that anti-social behaviour which negatively impacts our communities will not be tolerated.”
Tonlin was found stationary on Doghurst Drive, Heathrow Villages, during a routine patrol on Friday, May 2.
The offence was under a public spaces protection order (PSPO) which has been in place since Saturday. February 1, 2025.
It bans taxis, chauffeurs and private hire vehicles from waiting in residential areas in Pinkwell, West Drayton and Heathrow Villages unless they are collecting or dropping off passengers in those streets or are based or live there.
The order was brought in after a public consultation, aiming to tackle ongoing complaints about driver behaviour in neighbourhoods surrounding the airport.
Issues included blocked driveways, littering, noise from idling engines and public urination.
Hillingdon Council said it has issued more than 6,250 fixed penalty notices to taxis and private hire vehicles since the PSPO was introduced.
Tonlin was given a final warning but did not pay the penalty.
Taxi and private hire vehicles waiting for fares are directed to use Heathrow’s official designated waiting areas inside the airport perimeter, rather than waiting in nearby residential streets.
