The incident happened in Ilford High Street near Fremantle Road just after 3.40pm today (March 27).
Officers and the London Ambulance Service attended and two boys, 14, were found injured.
They were taken to hospital for treatment where their conditions are currently unknown.
A man was arrested on suspicion of dangerous driving and he remains in police custody.
A spokesperson for Metropolitan Police said: “Police were called to a road traffic collision involving an e-scooter and two pedestrians in High Street, IG6 at 15:43hrs on Thursday, 27 March.
“Officers and the London Ambulance Service attended and two boys, both aged 14, were taken to hospital. We await an update on their condition.
“A man was arrested on suspicion of dangerous driving. He remains in custody.
“Road closures remain in place.
