Charlotte Penfold, of Abbotsbury Road, Hayes, was found guilty of walking five dogs without a valid permit on Hillside Lane, Hayes.
The offence took place on March 6, 2025, and violated a Public Spaces Protection Order (PSPO) that limits the number of dogs walked to three unless a permit is held to walk up to four.
The PSPO is designed to promote responsible dog ownership and protect the safety and wellbeing of residents, visitors, and animals in public spaces.
Penfold was issued a £100 fixed penalty notice on the day of the offence, but after failing to pay, legal proceedings were initiated.
She was prosecuted on October 16 at Bexley Magistrates’ Court and ordered to pay a £51 fine, a £20 surcharge, and £200 in costs, totalling £271.
A Bromley Council spokesperson said: “Prosecution is always a last resort.
“This is why we issue fixed penalty notices and reminders, so that recipients have every opportunity to avoid this outcome.
“If you walk multiple dogs in the borough, please make sure that you have a valid licence.
“We hope that by sharing this case, others can avoid a similar situation in the future.
“The council’s aim is not to prosecute residents, but to work with them.
“We kindly urge residents to respond promptly to legal correspondence to avoid repercussions.”
Reminders were sent to Penfold on March 20, followed by a legal proceedings letter on April 3.
A certificate of non-payment was received on July 15, prompting the prosecution.
The council is reminding all dog walkers that walking more than three dogs without a permit is a criminal offence under the PSPO.
Permits allow walkers to handle up to four dogs.
The order is intended to ensure safety in parks and open spaces and to encourage responsible dog ownership.
Residents can apply for a dog walking licence through the Bromley Council website.
