Research by business energy specialists Utility Bidder examined several factors to determine the best and worst areas in England for starting a business.
One of these factors was the percentage of people with level four qualifications or higher.
Level four qualifications sit between A-levels and a full bachelor’s degree, and are seen as equivalent to the first year of a degree.
According to the government website, level four qualifications are: a certificate of higher education (CertHE), a higher apprenticeship, a higher national certificate (HNC), a level four award, a level four certificate, a level four diploma, or a level four NVQ.
Havering was at the bottom of this list with only 23.6% of its population acquiring a level four or above qualification.
Close behind was Barking and Dagenham, with 24.6% of its population having this qualification.
The third lowest borough was Bexley with 25.1% whilst Enfield was next with 28.3% and Hillingdon had the fifth smallest percentage in the capital with 29.6%.

However, out of the 10 lowest boroughs in this list, Havering registered the highest employment rate with 82.5% of its population.
Councillor Gillian Ford, deputy leader of Havering Council, said: “Havering has a diverse adult population with one of the highest employment rates in London.
“Our schools are some of the best in the capital, with a wealth of skills and work experience opportunities within various sectors.
“As such our 16 to 19-year-old population outperformed the national average for students achieving their level 2 (GCSE) and level 3 (A-level) qualifications, with 87.98% of students achieving GCSEs and 64.52% receiving A-levels in the 2023/24 school year.”
