Dovetail Architects, on behalf of Tiffani Properties Solutions Ltd, has submitted a planning application for the demolition of Beverley Bungalow, in North Road.
The site, used as a day care service for adults with learning difficulties and autism, would be replaced with a new centre, as well as five new homes.
These three-bedroom houses would be built at the front of the site – closest to North Road – while the replacement day care centre would be built behind and not visible from the road.

According to the planning documents, facilities proposed for the day care centre include a dedicated sensory room and accommodation suitable for both overnight stays and respite care.
The bungalow has an L-shape layout, which the planning statement describes as a “poor use of space”, as staff cannot “focus attention across all areas of the building at the same time”.
Therefore the new building is planned to be one rectangular block, which will allow for a “more usable” space for staff.
Car parking is also proposed for the site, with one space allocated for each home, as well as four spaces and minibus parking allocated for the day care centre.
The planning statement reveals that an initial proposal for seven homes on the site was refused in December 2022 due to the “impact on greenbelt” and the “loss of existing use”.
However, Dovetail Architects insists that the new plans will provide “enhancements to the conservation area” with more greenery, as well as contributing to the housing shortage with the delivery of new homes”.
Havering Council is expected to make a decision on the plans by September 19.
