The new development in Playhouse Square is a cornerstone of Harlow Council’s drive to revitalise the town centre.
This project, supported by substantial government funding, is a fundamental part of the council’s plan to rejuvenate the town centre and establish culture as a key component of Harlow’s future.

The work on the Occasio House site has already begun, with construction outside the Playhouse expected to start soon.
This will lead to the taxi rank being shifted to College Square, next to St Paul’s Church.
When finished the arts and cultural quarter is intended to serve as a regional hub for creativity, drawing talent, investment, and visitors from across the East of England.
The new development will offer a live performance venue, exhibition spaces, a café/restaurant, a booking office for the Playhouse, a music school with recording studios, and studio spaces for community and commercial use.
It will also house the Gibberd Gallery, named after Harlow’s architect Sir Frederick Gibberd, and feature an improved public square and outdoor performance space.
The plans include upgrades to the Haydens Road underpass and 47 new affordable homes.
Councillor Dan Swords, leader of Harlow Council, said: “The construction of the new Arts and Cultural Quarter is well underway, again demonstrating that we’re not just talking about the rebuilding of the town centre – we’re delivering it.
“This major redevelopment will be the beating heart of our regenerated town centre – a vibrant hub of creativity and inspiration that celebrates Harlow’s heritage and future.
“It will build on the outstanding work of Harlow Playhouse and create something truly special for generations to come.”
The Playhouse Quarter is one phase of the complete rebuilding of the town centre.
The transformation of Broad Walk is nearing completion, and major work in Market Square and at the Bus Station are underway.
Cllr Swords added: “This project is a shining example of how we are Building Harlow’s Future – creating a town centre that is thriving, creative, and full of opportunity. With the construction programme moving at pace, we are no longer waiting but delivering on our promise.”
