The discovery was made by a member of the public in Hazel Avenue in Guildford at around 7.15am today (January 9).
An investigation is ongoing to find the identity of the man, who is thought to be between 20 and 50, and the circumstances around his death.
Hazel Avenue is currently closed between the junction with Lime Grove and Willow Way.
Surrey Police expects the area to be shut for some time and ask members of the public to respect the cordons in place.
Detective Chief Inspector Mark Butterworth said: “I understand there will be a lot of concern about what has happened and we have a dedicated team of officers working hard to identify this man and establish the timeline of events that led to his death.
“We are urgently appealing for information which could help our investigation.
“If you witnessed any suspicious activity in the Bellfields area overnight and into the early hours of this morning, please come forward.
“We’re encouraging local residents to check any doorbell camera or dashcam footage, and share anything that may help with police.”
