The owner of a three-bedroom bungalow in Glebe Road has proposed to demolish the home to make way for the flat block.
It is one of the latest planning applications to feature on Havering Council’s weekly list.
The applicant is seeking the council’s permission to “demolish an existing three bedroom bungalow and construct a two storey block of seven flats, providing two three-bedrooms, two two-bedrooms and three one-bedroom units”.
According to a design and access statement accompanying the proposal, the current property has a front garden which is used as a drive, a side access and a “very large rear garden”.
Stylish Interiors & Architecture wrote on behalf of the applicant: “The current single storey bungalow does not sit well within the terrace and forms the odd structure in between two storey buildings immediately neighbouring it.
“The proposed two storey building will not only sit better but largely complement the area due to its finished brickwork and the traditional roof design, the proposal will somewhat complete the street.”
Three flats are proposed for the ground floor, with the remaining four planned for the first floor.
A self build statement has also been submitted with the plans, detailing the intended occupants of the build.
It states: “The applicant, who is the sole owner of the property, has designed the internal layout of the flats so that him and his family can live in these.

“The owner has been responsible in designing the internal layout to suit his personal needs, and will be playing a key role during construction, in relation to the construction materials, fixing and fixtures.
“The owner/applicant will have primary input into its final design and layout, therefore it is concluded that the applicant complies with the self build exemption.”
A decision will be made on this application on October 24.
