The proposal was made by agents at BeforeBricks Limited on behalf of applicant Danas Buinevicius in October 2025.
The plans sought full permission to change the use of an existing home at 581 Gale Street into an HMO for five people.
Last Friday (January 9, 2026) Barking and Dagenham Council refused the plans.
An officer report noted that the HMO would likely result in the “increased generation of waste, noise and irregular comings and goings to the one dwellinghouse, resulting in a greater level of disturbance to neighbouring properties”.
Planning officers deemed that with “more noise” coming from the building, it was likely that the development would pose a “greater level of disturbance to neighbouring properties” and may have a “detrimental impact to their standard of living”.
The officer report labelled the plans as “unacceptable in this regard”.
Another reason for refusing the proposal was due to the “loss of a larger family sized dwellinghouse”.
The report claimed the application failed to provide information which identified a need for HMOs in the borough.
The house is a two-storey building with a front, side and rear garden, four bedrooms, two bathrooms and open-plan kitchen and dining area.
The application detailed that three bedrooms met the minimum space requirements for single rooms whilst another bedroom met the minimum space requirements for a double room.
However, the officer report claimed that this room fails to meet the internal space requirements for a double bedroom.
All bedrooms would meet the requirements for single bedrooms, and officers considered the quality of accommodation to be “acceptable on balance” for a maximum capacity of four people.
Officers also noted there was insufficient information on parking details and therefore no confirmation that the proposal would not result in further stress to the parking availability in the area.
