The incident, which occurred in Bury Lane, Epping, at around 2am on July 3, was captured on CCTV.
The footage showed a car pulling up to a field entrance at about 2am, before the passenger dumped a bathtub full of waste.
The passenger also threw a sack and several loose items onto the ground before the vehicle drove off, leaving behind the rubbish.
Following an investigation, the owner of the vehicle was identified and issued with a fixed penalty notice of £400.
Residents are encouraged to dispose of waste responsibly and to report any suspicious activities to Epping Forest District Council to help keep the district clean.
