Mansoor Ahmed, 30, sexually assaulted the first woman on September 6, 2020, as she walked up the stairs at Gloucester Road Underground Station.
The victim screamed and Ahmed ran from the scene.
Ahmed was later identified and circulated as wanted for questioning.
Two months later a second woman was sexually assaulted by Ahmed, this time as she travelled down the steps at Charing Cross Station.
Ahmed walked away but the victim alerted British Transport Police officer and Ahmed was arrested.
He was later released under investigation, but when officers linked the two sexual assaults they could not find Ahmed.
In May 2021 he was eventually located on board a ferry arriving at Holyhead, Wales, from Ireland.
Ahmed, of Stephenson Street in Cardiff, admitted two counts of sexual assault and was sentenced on Tuesday (January 21) to two years and two months in prison.
Cardiff Crown Court also ordered him to sign the sex offenders register for 10 years.
Investigating officer Detective Sergeant David Weatherhead said: “Ahmed’s behaviour was absolutely disgusting and there is zero tolerance for this on the rail network.
“I would like to thank the two victims for their courage in coming forward and reporting this offence.
