Epping Forest District Council fined the culprits a total of £450 after illegally dumped rubbish was found in Chigwell.
Environmental enforcement officers identified the waste in Brook Parade and Roding Valley Meadows Nature Reserve.
In Brook Parade, they found several furniture and black sacks that contained commercial waste with evidence linked to a nearby business.

This business was fined £150 under the Environmental Protection Act.
In a car park near Roding Valley Meadows Nature Reserve, more waste was found.
Evidence linked this rubbish to a Brook Parade resident who claimed to have paid someone to dispose of household items when moving house, but failed to provide proof.
They were consequently issued with a £300 Penalty Notice for breaching their Household Duty of Care under the Environmental Protection Act.
Councillor Paul Keska, cabinet member for regulatory services, said: “Fly-tipping is a serious offence that impacts communities and puts unnecessary strain on public resources.
“We take fly-tipping very seriously and investigate each case that is reported to us. These incidents show the importance of receiving those public reports of fly-tipping in tackling environmental crime and protecting our countryside.
“We urge residents to dispose of their waste responsibly and report any suspicious activity to Epping Forest District Council to help keep the whole of the district clean and safe.”
