Bromley tree surgeon jailed for misrepresenting waste cost

Kenneth Hughes, who distributed leaflets advertising his gardening services, was convicted on two counts of fraud at Croydon Crown Court after misleading two residents in 2019 about the costs of disposing of garden waste.

He was sentenced to 16 months in prison on Friday, June 13, 2025.

He was also ordered to pay more than £2,500 in fines and costs by the court.

Hughes was hired by the two residents to remove a tree and a shrub from their gardens, after which he claimed that the waste disposal would cost £1,447 for one resident and £3,641.25 for the other resident.

This second amount was later reduced to £2,450.

He used a fake “price-per-kilo” calculation to justify the extortionate costs.

Both residents reported the matter to Bromley Council’s Trading Standards, prompting an investigation that led to his prosecution.

A Bromley Council spokesperson said: “This case highlights the deceptive techniques that doorstep criminals use to exploit residents.

“We advise residents not to engage with doorstep traders, and before having work done, to carry out thorough checks first.

“Always agree the cost of waste disposal upfront if it’s not included in the total price, and ensure the trader is a licensed waste carrier.

“The council will take enforcement action where necessary to protect residents.”

Residents are reminded to verify that any trader they employ holds a valid waste carrier’s licence.

This can be checked by asking to see their permit and cross-referencing the Environment Agency’s public register, or by calling 03708 506 506.

Bromley Council also encourages residents to use their Trading Standards Checked directory to find safe, local, and reliable traders for home maintenance services.

The council has also warned residents against accepting work from traders who approach them at their door, and to instead find a reliable trader for any jobs needed to be done at the property.
