The consultation is aimed at residents and businesses and comes in the context of the local government reorganisation (LGR).
This reorganisation will result in the abolition of Brentwood Council.
Brentwood, under this plan, will merge with neighbouring councils, forming a large unitary council, which is proposed to include Chelmsford and Maldon.
Councillor Barry Aspinell, council leader, said: “We want to make sure that local voices and community identities continue to be heard and represented with these new larger and more diverse authorities.”
Brentwood has nine parishes, whose councils provide services to residents and assist the borough council.
Councillor Dr Tim Barrett, chair of the housing, health, and community committee, said: “We know that parish and town councils already make a real difference to thousands of Brentwood residents.
“This is an opportunity to have more of a say and improve your local areas – and we welcome everyone’s thoughts in how best to make this a reality.”
People are encouraged to share their views via an online survey or paper questionnaire.
The first stage of consultation is scheduled until January 12.
