Brentwood Council has agreed to plans to develop land east of Alexander Lane.
The council had previously deferred the proposals twice after concerns about highways were raised.
Developer Stonebond has now agreed to pay for additional improvements such as widening the pedestrian pathway beside Alexander Lane, building bollards to narrow the road and creating a chicane system with priority signage to slow traffic.
The decision comes after the committee in October last year decided to defer the plans, having been minded to refuse them due to safety concerns relating to the footpaths and the width of Alexander Lane.
The plan’s lack of parking provision, biodiversity and its departure from the affordable housing policy were also flagged as concerns.

Planning committee member Councillor Nicky Cuthbert said: “I am very pleased to see the improvements that have been put forward, and I welcome the widening of the footpath and the traffic calming roadworks.
“Whilst concerns remain, including the lack of clarity on biodiversity credits, I’m struggling to see clear planning reasons to refuse this application.”
The development is part of wider plans by several developers to build around 825 homes on land known as Officers’ Meadow.
That broader development will provide a new primary school, nursery and a 60-bed residential care home.
