Megan Otero, of Dawson Avenue, Barking, was first visited by enforcement officers in February after complaints from residents about “eyesore” waste in her front garden.
This included black bags, plastic wrapping, cardboard boxes, and wood.
After receiving a warning letter and a community protection notice to clear and maintain the garden, no action was taken by Miss Otero.
Officers revisited the property several times, Barking and Dagenham Council said, but the waste remained, breaching the notice.
The case was brought before Barkingside Magistrates’ Court on December 2, where she was fined £140, ordered to pay £872 in costs, and a £56 victim surcharge, amounting to a total of £1,068.
Councillor Syed Ghani, cabinet member for enforcement and community safety, said: “Residents told us they wanted cleaner, tidier streets and gardens – and we’re listening.
“Through our Cleaner BD campaign, we’re taking action against those who ignore the rules.
“It starts here, with all of us working together to keep our borough looking its best.”
The council urges residents aware of an eyesore garden to report it online and encourages community participation in future clean-up actions and signing the online pledge to keep the borough clean.
