Havering Council has denied planning permission for applicant Kumkum Akhter to change 31 Walden Avenue into a three-bed HMO for up to four people.
The plans for the change in use date back to August last year, when an application was first made to the council for the change of use.
However, documents accompanying the application have revealed that the application was retrospective.
A decision was issued on January 9, 2026, refusing the change of use on the grounds of two considerations.
The first grievance was found with the internal floor space of the existing two-storey mid terraced home, which “fails to meet the minimum standard” square metres requirement for a conversion to a HMO.
Havering Council said: “The application therefore results in the unacceptable loss of a family dwelling and has an adverse impact on the supply of family housing within the borough, the loss of which is not adequately justified and which could set an undesirable precedent for similar development in the locality.”
The original plans linked to the application were superseded on a number of occasions and “consideration was given to seeking amendments”, but the proposal was refused due to planning policy conflict.
