At the centre of this approach is a new social value policy and updated procurement strategy, both designed to ensure that council contracts deliver real value for the community.

The policies put residents, businesses and community outcomes at the heart of the council’s purchasing decisions.
The new approach is intended to boost the local economy by supporting jobs, creating opportunities for small businesses, and strengthening supply chains within Harlow.
Cllr Swords said: “With a strong social value policy and a modern procurement strategy, we will open up more opportunities for local businesses, support local jobs and drive innovation.
“This is another important step as we transform the council and continue Building Harlow’s Future.”
The refreshed Procurement Strategy is aligned with the Procurement Act 2023 and focuses on transparency, integrity and maximising public benefit.
It emphasises long-term value, not just cost, and both policies include clear performance monitoring and public reporting to ensure accountability and demonstrate the benefits being achieved for Harlow.
