The Metropolitan Police indicated for the rider of a motorcycle to pull over on Kingston Road near Ewell Bypass just after 12am on Friday (November 21).
The rider failed to stop and was arrested on High Street.
He has been arrested on suspicion of possession with intent to supply class B drugs, theft of a motor vehicle, failing to stop and driving without insurance.
He has since been released on police bail.
PS Adam Staplehurst, from our Epsom and Ewell Safer Neighbourhood Team, said: “We continue to listen to residents and their concerns around the use of motorcycles and potential links to criminality.
“Our priority is to take positive action and working closely with other forces means we can address these incidents swiftly.”
