It follows a report made to police shortly after 8pm on November 16 of a crash involving a car and pedestrian in the car park of Gallions Reach Health Centre.
At the scene, a 17-year-old boy was found suffering life-threatening injuries and was taken to hospital.
A 16-year-old boy was arrested on suspicion of causing injury by dangerous driving, driving without insurance, driving without a licence, and theft of a motor vehicle.
He has since been released on police bail.

The 17-year-old victim remains in hospital receiving treatment.
His condition remains unclear at this stage.
