Havering Council has denied planning permission for applicant Raymond Lam to continue operating the properties at 3-6 Far Way as HMOs.
The “large” HMOs – two of which fit up to seven people – first began operating after plans for new homes were approved on appeal in 2021.
However, according to the planning officer’s report, the works carried out “deviated” from what was approved, including the “unlawful” use of the properties as HMOs.
As a result, retrospective planning permission was sought by the applicant, including to keep the conversion works – but this has now been refused.

The proposals were called in by Cllr Laurance Garrard, who represents the Emerson Park ward, but no other representations were received by neighbouring properties.
The planning officer concluded that the use of all four properties results in an “overconcentration” of HMOs in the area, leading to “significantly higher levels of comings and goings” than a single dwelling house.
They added that the application “fails to demonstrate adequate levels of parking” for the number of occupants.
