Applicants Mr and Mrs S Gaffar have submitted plans to Havering Council to change the use of a four-bed semi-detached home in Calbourne Avenue.
Documents in the application show the HMO is intended to provide accommodation for five people with learning disabilities.
If the change of use is approved, the occupants would be enabled to “live independently” with the support of care company Havering Care Services and tailored support and care.
According to the application, the company works closely with teams from Havering Adult Social Care and the Community Learning Disability Commissioning.
It says: “The aim is to support the five individuals in maintaining private tenancy agreements while receiving the specialised care they require.

“This proposal directly supports the growing demand for local, supported accommodation that enables individuals with learning disabilities to live close to family, maintain social connections, and be part of a community – rather than being isolated in out-of-borough placements.
“By providing the right environment and care, these five individuals can lead fulfilling, independent lives while staying rooted in the borough they call home.”
The council is expected to make a decision by November 28.
