A planning application was submitted to Havering Council in June, seeking approval for “the demolition of existing building and construction of Class A1 Unit of ground floor, flats on the first and second floor with associated parking and servicing arrangements”.
The proposal, put forward by applicant Mr M Choda, identified 147 Rainham Road as the prospective site for the works.
According to documents accompanying the plans, the buildings on the existing site include a single storey commercial premises and a two-storey property to the rear of this.
The retail space is occupied by builders merchants RTB Roofing Supplies.
In a design and access statement prepared on behalf of Mr Choda by Stephensons, it was revealed that “accommodation” would be provided in the roof space of the new building to the front of the site.
If approved four one-bed flats would be built on the first floor of the planned rear building, with one three-bed five-person flat proposed for the second floor.

Havering Council confirmed its decision on the proposal on September 30, refusing the plans for a number of reasons.
These included concerns that the development would appear “unduly dominant and visually intrusive” from the street, and be “materially harmful to the character and appearance of the surrounding area”.
The planning committee also claimed the proposal would result in “poor quality” of living and housing.
