Form Architecture Ltd, on behalf of applicant Donald Camilleri, has put forward a proposal to turn the Devonshire Hotel, in Station Lane, into eight flats.
According to the planning application submitted to Havering Council, the development would consist of six flats in the main hotel building, with two more flats proposed for the detached building at the back of the property.
These would be a mix of one and two-bed units, each with a bathroom and an open plan kitchen-dining area.

The application form reveals that several extensions to the building would be needed in order to accommodate the new flats: one across the first and second floors on the south side, another to the second floor on the north side, and a single-storey rear extension to replace the existing conservatory.
Four dormer windows are proposed to be added to the roof at the front of the property and a further two at the back.
Meanwhile, the detached building on the site – which was formerly used as extra hotel rooms – is also set to be extended under the plans.
The proposed extensions and a new community garden would eat into some of the existing parking space, leaving room for eight cars and nine bikes.
Havering Council is expected to make a decision on the plans by October 31.
If approved, works are set to be carried out between November 2025 and October 2026.
According to the Devonshire Hotel’s website, it is “family-run” and offers 17 rooms.
The hotel is marked as permanently closed on Google.
The Recorder has attempted to contact the hotel for comment.
