The Moorings Garage, also known as TM UK Trading, has been handed a planning enforcement notice by Havering Council.
The notice alleges that there has been an “unauthorised” use of the site in Southend Arterial Road for vehicle sales, vehicle storage and as a car wash with jet washers.

The “breach” of planning rules comes after a retrospective application to use the site as a garage was refused by the council in August 2024.
This development, on green belt land, is called “inappropriate” by the notice – leading to a “substantial harmful impact” on the openness of the area.
The notice said: “The use of the site at the intensity taking place…has introduced forms of development that are detrimental to the character and appearance of the area.”
It added that the used car dealership has had an “adverse impact” on nearby residents through noise disturbance.
The Moorings Garage has been ordered to cease the use of the site for storage and sales of vehicles, and as a car wash.
It must also remove all vehicles from the site and any other debris, rubbish or materials.

The business has until January 6, 2026 to carry this out – or it could face prosecution or remedial action by the council.
However, the manager of The Moorings Garage told the Recorder that they are appealing the decision and that he has been in discussion with the landlord for the site.
