The application for 92–94 South End, submitted by TM UK Ltd, proposes converting most of the property into eight en-suite bedrooms to house nine people, with two communal kitchens and a shared outdoor space at the rear.
A small commercial unit of about 34.5m² would be kept at ground-floor level.
Developers are also seeking permission for extensions at first and second-floor level, as well as alterations to the building’s elevations.
Secure storage for eight bicycles and space for refuse and recycling bins are included in the plans.
The site, described in planning documents as being in poor structural condition and empty for several years, previously had commercial use on the ground floor but has more recently attracted squatters.
The applicant argues the scheme would make efficient use of the site and bring a derelict building back into use, while complying with national and local housing policies.
The management plan for the HMO sets out measures to deal with noise and antisocial behaviour.
Tenants will be reminded to avoid excessive noise between 11pm and 8am, and the landlord will be required to act on complaints and keep records for at least three years.
The neighbour consultation period runs until Saturday, September 20, 2025.
