Police were called to the junction of Harbour Street and Cromwell Road in Whitstable on Saturday (August 16) at 8.24pm to reports of the crash.
The boy was confirmed dead at the scene and his next of kin has been informed
A man suffered serious injuries and was taken to a local hospital for treatment.
Officers arrested a man in his 20s at the scene on suspicion of causing death by dangerous driving.
He remains in custody while enquiries continue.
Toys and floral tributes have been left at the scene following the incident.
