Issa, who has worked as a street cleaner for years under Barking & Dagenham Council, was assaulted on Broad Street at 6.46am on July 31.
He was found with injuries to his face before being treated by the London Ambulance Service.
It is alleged by someone who regularly talks to him that he has been “punched and kicked to the floor”.
The Metropolitan Police has not shared any further information about the suspects and no arrests have been made.

A Met spokesperson said: “Police were called at 06:46hrs on Thursday 31 July to reports a man had been assaulted on Broad Street, Dagenham.
“When they arrived at the scene, officers found a man with injuries to his face and alerted the London Ambulance Service.
“No arrests have been made and enquiries continue. Anyone with any information is asked to call 101 quoting CAD 1105/31JUL.”
