The penalties were outlined in the government’s quarterly report on Illegal Working Civil Penalties, which details UK businesses fined between July 1 and September 30, 2024.
The report was published on February 28, 2025.
The businesses penalised include:
- AVS Camberwell Ltd, based at 13 Southampton Way, Camberwell, which received the highest fine of £60,000.

Louroy Supermarket (Premier), operated by Sivarasa Vijayakumar, at 72-74 Herbert Road, Woolwich, received a fine of £40,000.
- Bright Stars Cleaning Services Limited, registered at Seeley Drive, Dulwich, was fined £15,000.
Under UK immigration laws, employers must carry out right-to-work checks to ensure their employees have the legal right to work in the country.
Businesses can be penalised if they fail to check documents properly or knowingly hire individuals without the correct work permissions.
The Home Office warns that employers who deliberately break the law could face up to five years in prison and unlimited fines.
These civil penalties form part of the government’s wider crackdown on illegal working and immigration non-compliance.
