Sam Gould, who represents Hainault ward for Labour, has been suspended from the party after he pleaded guilty to indecent exposure.
The 33-year-old admitted “intentionally exposing his genitals intending that someone would see them and be caused alarm or distress” in Hornchurch on February 9 then again in Romford on March 8.
Cllr Kam Rai, leader of Redbridge Council, said he was “shocked and appalled” by Gould’s actions but added “unfortunately there is no process for his suspension from the council”.
The law prevents councils from removing councillors who have been convicted of an offence unless they have received a sentence of imprisonment for a period of more than three months or if they are subject to sexual offending notification requirements.
Gould, of High Street in Hornchurch, will not be sentenced until April 7.
Ilford North MP Wes Streeting, who Gould worked for as a senior aide, called for him to resign as a councillor immediately.
He said: “No one should have to endure this behaviour and I am grateful to the police for taking swift action.
“A disciplinary process has been under way since I was made aware of his arrest at the weekend.
“He has abused my trust, the trust of my team and the trust of my constituents and must now accept the consequences of his actions.”

“Redbridge Council will continue to work closely with the police to support their investigation, and I would like to personally thank them for their immediate and timely action.
“Following the inexcusable betrayal of his residents, the council, and our wider community, it is only right that Mr Gould immediately resign as a councillor and face justice.”
