Haringey Council reached the milestone after 11 homes were completed at Hornsey Town Hall, taking the total to 707.
The council aims to deliver 3,000 homes by 2031, with more than 2,000 already underway or completed.
A number of flagship projects were completed across the borough last year, including Walter Tull House in Tottenham Hale, delivering 131 homes at council rent, and Nilgun Canver Court in Wood Green providing 80 homes.
Councillor Sarah Williams, deputy leader and cabinet member for housing and planning, said: “Reaching the 700 mark as part of our commitment to provide a new generation of affordable, high-quality council homes is a significant milestone.
“A council home offers stability, safety and the chance to put down real roots in the community, so I’m really pleased we remain on track to deliver 3,000 by 2031.
“We have already started building 2,000 high-quality affordable new homes.
“We are extremely proud of our housebuilding programme, and the way it is truly transforming the lives of Haringey residents.”
The schemes use high levels of insulation and energy renewal measures such as solar panels to keep running costs low.
