The incident happened in Woodhatch Road in Reigate at around 5.20pm yesterday (October 7).
One of the men in custody and two are receiving hospital treatment for injuries believed to have been sustained during the incident.
A number of road closures remain in place in the Woodhatch Road area as the incident is being dealt with.
Police have warned that a large police presence could be “distressing” for residents, adding that anyone concerned should to speak to officers.
A spokesperson for Surrey Police said: “We believe people may have been filming this incident and we would ask that anyone with any footage, or any other information which could assist our enquiries, to contact us as soon as possible via direct message quoting ref PR/45250122311.”
