The owners and occupiers of Lodge Farm in Park Farm Road were issued with a temporary stop notice by Havering Council on October 3.
The notice has also been made out to real estate business Gertrude Jekyll Ltd.
It comes as the council alleges a breach of planning control has occurred at the site, namely through engineering operations.
According to the council, work to deposit waste to form hard surfaces spanning an area of more than 0.5 hectares has “harmed the character of the area”.
As such, it has deemed it “necessary to cease operations to prevent further harm being caused”.

Havering Council also alleges a breach where development, including engineering operations, has been carried out in the absence of planning permission “within 25 metres of the metalled part of Park Farm Road, which is a classified road”.

The enforcement notice details concerns surrounding the “importation of waste materials onto the land” without permission and not in accordance with conditions attached to the Town and Country Planning Order.
Lodge Farm’s owners and any occupiers have now been ordered to “cease all engineering operations” on the site, including the importation of waste materials, plant, machinery, or equipment onto the land.
The notice will no longer have effect after October 28.
